Pulled some V-Max bullets from a load that wasn't accurate. There's a slight circular mark showing from the collet on the pulls. Will this mark have a negative effect on accuracy? Thanks.

I have never seen that effect accuracy.Rick.

According to what I have read, marks and distortions forward of the ogive will not affect accuracy. Marks and distortions behind the ogive will. YMMV
I would think that if the mark is all the way around and kinda uniform, it shouldn't cause a problem.

If you're mangling, yes. If you are talented and graceful, no. While I wouldn't shoot them in competition, properly-pulled bullets don't shoot much, if any, different than the same bullet seated once.
Furthermore, I did an experiment last fall with LC M193 that a friend bought in the Big Obama Panic.
The factory stuff shot like 2 inches from a rifle that is pritnear a half-incher. So, I cycled through about 100 rounds, pulling them, soaking off the asphalt with acetone, then reseating to throat. Mutch better, under an inch for five.
Same deal with some 257 Bob factory ammo just a couple weeks ago. Pulling the bullets out a bit, then shoving them back in to throat, gave a 50 percent grouping improvement.

You will just have to try it for yourself. I pulled some match bullets that didn't shoot worth a flip when reloaded, so I use them for foulers. Some people see no difference. YMMV

Just shot several groups with 130gn Sierra Gamekings in my 270 win. These were pulled from factory ammo and given to me by a friend.Some had marks from the collet when pulled.
Best group was .89" at 100 meters, but three went into .19" and the fourth shot opened the group up to .57".
Thew next load tried went into .91" for six shots.
Biggest group of the day was 1.25 ".
In total 30 rounds were fired during load work-up, all using pulled Sierra Game-kings
