What you didn't bother considering was the substrates involved. Does ANYONE know what the impact of the blast on the mud bottom of the Gulf would be? How about whether the silt disturbance from the blast radiating outward throughout the Gulf, and whether it might be worse than the oil spill? (Hint: mud suffocates sea life VERY well).

That, might be a reason to NOT do it.

Or, whether the latent radiation would affect the same, including the fisheries. Again, perhaps a reason to NOT do it.

Or, whether it might not work. Hmmm... ain't been done there, or with that kind of substrate; might not work... then you've got the mess from the oil AND the nuke. Naw, that couldn't be a reason to NOT do it.

Or, the social or political "fall out"; i.e. do you REALLY think anyone in D.C. has the balls to try that one? Um... nope.

If your "buddy" works for Oceaneering, have him give you the full run down of probabilities and "knowns", as well as the "unknowns", and the risks that they'd consider.

Now, compound that with the issues of siltation, fisheries, and the social and political.
