I'm embarrassed to say this but I have seen a model 700 that didn't shoot moa out of the box. So I took it home to take it apart, the action screws could be turned with my fingers...
I had cleaned the barrel but forgot to check the screws. It shoots fine now. Not one of my finest moments!

I still haven't ever even seen a Model 700 that wasn't an MOA gun right out of the box.
