I've not used dual dovetails much but in the few times that I have used them I couldn't turn the rings on by hand, I had to use a tool or dowel. I'm re-using a set that was pulled from another rifle. I can hand turn them on, no tool necessary. Its not like they're loose, I had to use a rag to turn them but still I could turn them by hand. Is this reason for concern?

Well if there was still some fair resistance as you described I wouldn't be concerned. I have moved sets from one base to another and had basically no resistance turning them in and I wouldn't use them when they are that "sloppy". Variation from one base to another and you do smear down some metal on the top of the rings dovetail when you turn a new set in. I pretty much use Talley LW's now.
