I see two different reference to 99. It has been my understanding that Pre-Mil are the ones manufacture with Lever/Trigger lock that bears a serial number below One Million about in1960. After One Million they changed to Sliding safety top tang and Post-Mil reference. Just what is a Pre-War reference?

Pre-war encompasses a plethora of different models and calibers. Better quality than post-war? In general I think so, but I don't think one could make a blanket statement either way.

Pre-war usually means pre-WWII, occasionally means pre-WWI.
End of WWI was near the point where we had things like perchbelly stocks disappear, or rubber buttplates on 1899H's, or the trigger change on the 250-3000.
End of WWII led to EG's only being sold, then the post-war 99R version. All of the models from 1940 and earlier like the takedowns, and 99T's, and 99A's were gone.
