really pisses me off. A 19 year old coworker wanted to build his own AR after seeing mine. He ordered an upper from Rock River Arms and had plans on buying the stripped lower locally. He was denied when it was called in because of his age. The reasoning was that he could turn it into a pistol. he could buy a complete lower or the whole rifle. The store owner was pissed as well because he couldn't make the sale as that was the only lower he had. The young man wanted to build his own just for the experience but now he can't because of a technicality. mad

Agreed. When I was in my teens we had to sign for ammunition when we purchased it. I could buy 22 LR if I was going to use it in a rifle, but not if in a handgun. I always shot mine in a rifle whistle

I am 43 and still have to tell the cashier at walmart what I am shooting it in. I still say rifle.

Something sounds fishy. A 4473 would be filled out for a rifle purchase not the pistol form. When called in the FFL would inform them a rifle purchase not pistol.

All stripped lowers are pistols because they do not have a butt stock. The advice to buy a complete lower and change the parts to what you want is correct. The old parts can be sold on E-bay, usually for almost as much as the new ones.

Total Bullshit mad If they were all pistils then you would have to fill out the pistol form along with the 4473.I have bought a butt load of stripped lowers and never have I had to fill out a pistol form

Ummm.....there is no federal "pistol form"......maybe a state requirement in YOUR state, but, under federal law, the 4473 is the same for pistols, long guns or frames/actions only.

The reason he can't buy a virgin stripped lower is because, under federal law, it can legally be configured as a rifle or a pistol.

Under Federal law, a never assembled, virgin action/frame is legally neither a handgun or long gun until it is assembled......how it is first assembled determines its legal status. If it is first assembled with a butt stock and barrel at least 16" long, it is and forever will legally be a rifle. Conversely, if it is initially assembled without a butt stock and with a barrel under 16", it is legally a handgun.

Doesn't have to make sense, but that *IS* the way it works under federal law.

No, the problem is the law says those under 21 can by a long gun only. A stripped reciever of even a complete reciever are not a long gun they are an "other". A long gun is somthing that you hold with both hands and shoot off of your shoulder.
