I am wondering if improved versions of cartridges are still considered military cartridges in places like France?

For instance, a 7x57 Ackley Improved, with similarly marked brass?

No one?

I was hoping to hear from Marseille at least!

The improved cartridges won't fit in a military chamber, so they are no longer military rounds, but there is the issue of case head stamps still remaining the same, which could bring confusion.
As for the firearm itself, since it can chamber an non-improved military cartridge, in that context I'd say it is military weapon.

That's why I included a statement about headstamps. It is possible to get brass with the AI headstamp for some cartridges, but I do not know it this is accepted for hunting purposes.

Best guess would be to direct your question to a consulate near you. But then since A.I. rounds are mostly (strictly?) an American proposition, it would be very surprising it you'd get a definitive answer.
As a resident of the concerned country I would not go the A.I. route when in doubt, as a travelling sportsman I'd say no problem!

Was in Germany for a week shooting, hunting and out of "fire"...
Even if the laws are not specially edicted for the AI better stay out of "military caliber improved" cause they can always use the original ammo. That's for a french hunter, for a guy coming from abroad that can be played. Note that i used for a time one 30-280 AI without any problems....
