Is there ever a time when you guys find a powder that burns less than 100% to be beneficial? I'm seeing Hunter powder as an option for my 22-250 but am only seeing a 90-95% powder burn...is that acceptable or normal in some calibers? The reason I like it is it will be a compressed load and it will give pretty good velocity.

I've seen a correlation between % burnt and accuracy/consistency. The higher the %, the easier it is to get that powder to do well. Naturally, exceptions confirm the rule, as my German teacher was fond of saying. FWIW, Dutch.
