Not sure what price range not expensiveis but in Colorado you can purchase an over the counter bull tag for most seasons and it's is valid in almost half of the units. It tuns $554 for bull and $354 for cow licenses. Colorado has one of the highest elk populations in north america. I have never looked at other states to base the price difference for non residents.

Colorado is the most non-resident friendly with unlimited over the counter bull tags, and tons of leftover draw tags every year with some of them being either sex tags so if you don't see the bull you like at least you can go home with some good elk meat. Miles and miles of national forest and wilderness areas to hunt. With 4th season ending sunday most all of the bull hunts are done for the year, all late season tags are cow tags except some private land tags. But good option for next year.

Go to the DOW web site for Colorado.

http://wildlife.state.co.us/Pages/Home.aspx

Click on "hunting" on the top banner, then "Big Game". Tags for bulls run about $550 adnd are set to go up a little for 2012
