I have a 99E and would like to mount a scope base and rings. It is already has factory drilled holes. I would like a scope that will go well with the rifle. All help greatly appreciated.

A Leupold 2-7x33 looks pretty good on them, imho.

I think theres a Savage 4X on Fleabay right now, that about the only place you might find one.

Here's a 4X El Paso Weaver on my .243 Win Model E. The caliber and your likely hunting environment (as well as pocket-book) should also be considered in your scoping process. If you're hunting thick low-country or woodsy upstate with a 300 or 308, 4X would be plenty. Hunting those bean fields with a .243 would justify 6X, maybe more if you have an accurate rifle. A reasonably sized quality variable like Calhoun suggests would give you flexibility.

I like the plain old Weaver blocks and rings. Some folks here have been saying that the newer production blocks have been giving some problems though. Myself I've got plenty of the old ones.

I second an older Weaver scope.....just looks 'right' on my .243 E! This one's a 4x Wideview.

How old is the gun ? Mine's a '41 vintage and, I like period scope. Picked up a Weaver J4 and used Weaver "tip-off" mounts. I get a lot of compliments on the "priod" look.

I have heard the theory mentioned...(just repeating it boys, so go easy on me)...that you should buy as much scope as you feel comfortable with. Others here might argue as the "E" is the economy model, but it seems to make sense to me. I agree with Calhoun...a Leupold is always a winner.
