Whats the best way to mount optics on an AR with a carry handle ?

Buy an A3/A4 upper receiver. However, if you must, there are several rails that sit in the groove on top of the carry hande. For example: http://www.brownells.com/.aspx/pid=31662/Product/M16A1A2-SCOPE-MOUNTS

Get a railed forend and a 45 degree offset mount, for red dots and the like.

use the ARMS #2 mount. Simply the best. I like the 30mm ARMS STANAG rings as well.

The SOPMOD Kit came with a "scout" mount that attached to the handle and cantilevered an Aimpoint out over the forearm. Trijicon makes something similar for the Reflex.
