Check out Bansner stocks to knock off some weight. Light barrel contour and FXII scope are the only other suggestions i can think of without getting into milling metal.

EDGE stock, Blind mag, light contour barrel, Leupold or Minox scope.

Mickey won't do an Edge for Rugers. Say they've tried and can't make it work.

I think Bansner only makes stocks for the long actions.
MPI will make a LW for the Ruger and might be the best best right now. I wish I could just hold one before I drop $$$ on one as ergos are very important to me.
Of course is synthetic isn't required a man with a file/sandpaper/drill/dremel can make a old beater wood stock pretty LW.
The Ruger action isn't light, but its not really a pig either. Lighter than a m70 if I recall. Besides the lack of a good LW stock the other area where some help is required is the rings. they are something in the area of 8oz a set.

I had Wayne stock a lightweight model 7 and coat the metal. He never plugged the chamber or the muzzle, so both got first media blasted to a nice matte finish.....not what you want on the inside of the barrel or chamber. He could have cared less and said who cares it won't matter and if you don't like it just shorten the barrel. The stock is NOT under a pound, its still very light at about 18 oz(I can't remember exactly, he didn't even want to talk about that. I am fine with the weight though I do think if you claim it WILL be under 16 oz it should be. I like the stock a lot, I would buy more of his stocks if he didn't do such a crap job on other things and didn't care that he did unacceptable work. We did also re-bed the stock as it was far from stress free bedding. Buy a unfinished "gunsmith" stock from him and you might be ok

The aluminum floorplate from a tang safety 77 fits perfectly and hopefully I'll find out if the triggerguard does as well. The plastic follower and spring from a M70 work ok but are not a perfect fit.

The Ruger action is one of the lighter ones. Not as light as a Remington, but few are. You can remove some metal from the action, and, above all, you can have the Ruger Ring's hollowed out. Reducing the barrel shoulder is another good move. I'd recommend an MPI Kevlar stock. Both of mine run about 18 ozs. ready to bolt up. E
