I would think 5-7 packs could cover most of that area and be responsible for multiple sighings which might account for the high numbers. Some home ranges are huge and that does not include young nomadic packs trying to find a home range.

ODFW confirmed 25 domestic cow and calf kills in 2011.
I doubt that many of the Wallowa/Union county sightings were coyotes. We have been shooting coyotes over there too long to be impressed by a coyote.
