I use the screws to get as close on windage as possible. Just not with the scope in the rings. I mount things up centered as well as I can, place the scope then check it with a collimator bore sight tool. If I need to move the windage screws then I take the scope out, move the screws, and front ring so as to not tweak the scope, and repeat mount and bore sight. I do this until I'm where I need to be. Then align the front ring if any more is needed and torque the windage screws to final value. I'll then lap the rings and mount the scope, torqueing the ring screws appropriately. I use the Wheeler engineering hand tools and have turned my own 1", 30mm, and 34mm rods for indicating alignment. You can buy these commercially too.
