Put a Lyman tang sight on a 1940's vintage Winchester M-94 and removed the rear barrel sight. With the tang stem all the way to the bottom I'm shooting 16" high at 100 yards.

Can anyone suggest a replacement front sight to go in the barrel ramp and bring the aiming point and group together?

Measure the height of the front sight and go lower, couldn't tell you how much lower to go. What I can suggest is to get a Marbles Sourdough front sight. Brownells is the only one to carry it and it is a really nice sight and would look period to your gun. Their tech people could probably tell you the correct height after you measure yours. You are 16 MOA out of kilter.

Assuming 2 foot sight radius, 300 feet/2 feet = 150.
16 inches/150 = 0.1066667.

If sight radius is 24 inches, you need to lower the rear sight
or raise the front sight by .1066667 inches to bring it to zero.
Since your rear sight is at its lowest setting, look for a front sight
that is at 0.15 inches higher than your present one.
