My daughter needs a pair of 195/65/15's. She's running Cooper Lifeliners currently, & I don't know that I wouldn't do another pair. I've had one place recommend Pirelli P4's, but I seen some terrible reviews.
She'll be driving 40 minutes to work each way this winter in the Fingerlakes, so good snow performance would be important.
Any ideas?

blizzacks or firestone winterforce. both are good snow/ice tires.

Get either highway or snow tires. Tests have proven that all season don't work as well as either of them. They're noisier and shorter lived than highways and don't have any better traction on snow. If she drives a lot on snow and ice, spend the $ for an extra set of rims at the junk yard and get studded snows. They're worth it.

I'd get a winter tire for sure. All seasons are a compromise.
Having said that...
If you're set on all seasons,look at Michelin's Primacy MXV4.
My wife has a set on her Camry and they're surprisingly good in the snow.
