I have a Vangard (Howa) 7RM barrel and am wondering how simple it would be to have it turned for a small shank Savage & rechambered to 7mm Weatherby or Mashburn?

Easy.

Cut off the tennon. Turn the old shoulder down to 1.055" Thread it to 20tpi. Stuff the reamer in the hole.
