I am almost seventy years old and have never heard it before this weekend.

Union Carbide plants were using this term 20 years ago during contractor safety training.

You hear it a lot in work place violence training. kwg

And I thought I was sophisticated because I have first aid.

We're told to "shelter in place" in our building, if there is an intruder.

Since, by employment policy, we are all unarmed, I have renamed it "cower in place".

and BTW...I hope every last citizen of the Boston area was scared [bleep] yesterday...especially those who wished the could have been armed, but were unable to be because of all the horeshit laws in that state. They could cower in place.

We would use "shelter in place" for Hazmat and wildland fires. It was easier than fighting all the traffic of a mass evacuation especially with the rapidly changing fire behavior. Also in Boston by sheltering in place, it reduced the chances of the idiot slipping out in a rush of bodies.
