I'm guessing it's the name of a volleyball club on the coast of Japan. I think that last symbol has to do with the word 'Japan'.

Trying, man. My kanji knowledge is limited, and my lady is away on a biz trip. I have to look the characters up by stroke count. Happy to help, but the tricky part is that the characters, depending on whether standing alone or as a part of a word, can have multiple meanings. Example: the last character standing alone is 'naka'. The original pictographs can often be deciphered if you understand how they came about. See here:

It says "Kesen-chu", probably Kesen-numa chugaku which is a junior high school in Miyagi Japan. Before you're impressed with my knowledge of Japanese, I had to ask a Japanese friend!
Edit: My friend says that KG is correct, that this school is likely the one in Iwate, not Miyagi.

Miyagi was in the tsunami zone, so it's possible that's where the ball came from. It would be interesting to know what became of that school.

Is this closer? Kesennuma, Miagi (Wiki) A translator says "chuugaku" translates to "middle school, junior high school." Another translator says that's the Kanji character that looks like a box with a line through it. I don't know, just a quick Google. Cool find!

Here's a little more info my friend found.
It looks like the school itself is located on the high ground so no damage to the school itself, but it says that 1/3 of the students there were affected by Tsunami and earthquake- lost their houses (being washed away or caught on fire). So I guess the ball was washed away from one of the players house when she/he took it home with. The school was used as an evacuation area for those who lived in the area and apparently some 800 ppl spent days and nights there up to October, so like for 6 months! About half of the play ground is still used as temporary housing for people who lost their houses due to the Tsunami.
