Every firearm was registered, AND he had an ATF explosives license.

The "jet fuel" was probably standard AV Gas, so he was basically charged with having a few gallons of high quality gasoline.

This is all absurd.

Your local fire code regulates the amount of explosive materials kept on premises (primers, powder, rounds, rocket engines...) Are there any Firemen around the Campfire?

Generally only in a commercial setting. I'm thinking storage and all that is laid out in the permit and license process. He may have violated a building/zoning code if he stored a quantity over what is permissible in his home.
It all still sounds like BS. I would think that a citation and order to correct would be all the enforcement needed in this.
I've found crazy stuff on inspections and usually just called out the experts to sort it out. I had the authority to "red tag" (close down)but I've never seen anyone arrested and cuffed.

Is there an upper limit to how many pounds of powder once can store at home without a special locker, or storage unit?

Is that an insurance thing, or a fire marshal thing, or what?
