Yes Jorge, the Clinton administration did indeed pull off a BIG boner in the disastrous 1993 insertion of US troops into Somalia. The Secretary of Defense (Les Aspin?) wanted to save a few bucks and minimize costs and turned down a military recommendation for tanks to accompany the troops into the ongoing civil war. The military (IIRC) did not resist as they realized that the Somali militias were "lightly" armed (RPG, etc.) and were widely dispersed. Any reasonably-sized tank force could not be with a large number of small patrols so many would be undefended. Tragedy ensued with a number of US soldiers killed.

Aspin was asked to resign (i.e., quietly fired) and he did. Big blunders and incompetence in how this all came down.
