Was told this is a 99R from either '53 or '54. I can't make out the 3rd digit on the oval. Barrel is 26" and it's a 300 Savage. But it is stamped with an "H" on front of the receiver. What does this mean??

Yeah, should be a 24" barrel and it definitely looks like a 99R with that forearm. The H is just an inspection stamp.

My bad....it is a 24" barrel. SN is 708XXX. Can't make out the 3rd digit in the oval.
