If it was within 25' of water, that automatically makes it a water mocassin.  To 90% of the people in this country. I'd just call it a water snake.

Blotched Water Snake - not sure they go that far north though.
Is that another snake's head coming up from the lower right corner or just a stick? Photo quality makes any skin patterns difficult to sort out.
