I am thinking for good cape buffalo you have options.
Tanzania Mozambique South Africa Zimbabwe Namibia
I am not sure about: Zambia or Botswana.
Just find the right outfit to go with and you will be set.
If you like long walks (stalks) try Mozambique, Namibia or Tanzania. I was able to get one on day 2 and another on day 8. Many miles following a herd to find no shooter in the group. Good pictures though.
Key to big wart hogs is going to an area where the ground is not rocky...

as some have mentioned and even Craig Boddington has said numerous times, while warthog are generally easy to find over most of "safari Africa" big ones are few and far between so if you see a really good one shoot it then cause you might not come across another with great tusks

Most areas with good buffalo will have warthog. Mozambique is about as good as it gets for warthog. Mike, If I recall correctly, Moz did not treat you to badly in the buffalo department either.

My old one from Namibia; great fun but there were no buff in this area. I went on a ten PG hunt but regret I didn't include buffalo on my first trip also.

Here is my little toad of a wartie. Very thick but one side's tip was broken off and that's why I liked him. And my "fleet average" buff:

Yeah well, that's when I was still Active Duty and poorer! But it is a 416 Rigby. Does that help?

Jorge, very cool warthog! He looks like he's been in a few battles!
