Border Sheriffs Perplexed by Rick Perry's Plan to Send 1,000 Troops to Stare at MexicoWhy would you spend millions of dollars sending troops to the border who can't actually detain anyone? That's what some Texas sheriffs of border towns are asking in the wake of Gov. Rick Perry's plan to send 1,000 National Guards members to the Texas/Mexico border in the next month, according to the Dallas Morning News. For them, it would be more useful to spend the money on hiring more deputies and police, aka people who are allowed to detain migrants. Bring in the Clowns! The clown is a 0. The Posse Comitatus Act is the United States federal law (18 U.S.C. � 1385, original at 20 Stat. 152) that was passed on June 18, 1878, after the end of Reconstruction and was updated in 1981. Its intent (in concert with the Insurrection Act of 1807) was to limit the powers of Federal government in using federal military personnel to enforce the state laws. The Act, as modified in 1981, refers to the Armed Forces of the United States. It does not apply to the National Guard under state authority from acting in a law enforcement capacity within its home state or in an adjacent state if invited by that state's governor. I think I'll chalk this up as a lesson learned. Don't take the advice of a computer geek nephew when selecting a new phone. I've had android phones since they came out, and could do anything I wanted with them. This new windows phone will upload pics to photo bucket. But it won't copy them from there to the clipboard. I will be home in an hour or two and then I will give Walt what he wants.
