Sounds more like the FFl guy you were dealing with is a crook. I would not hand over any cash until I knew the part i ordered was there and i was picking it up. When I do deals on the internet I do the ordering myself and send a copy of the FFL with my order. Those are generally free since the item will be shipped to the dealer, you do not do any paperwork until the Firearm/ Lower is delivered since he needs the SN off it. Then you do the yellow form he makes the call you pay him for the transfer get your part and go your merry way. I am more leery of the folks I buy from in internet transactions since they usually want money up front and so if they have misrepresented anything you end up stuck with it.
