Is the scope base loose on the front just for the pic or do they normally stick up like that?

Mike Not mine, but the Encore mounts usually stick out past the true mounting surface especially when extended eye relief mounts are used.

I have three encore barrels with Leupold dual dovetail bases. They each have front end clearance.
