I have a Mex Mauser extractor that has too much taken off the claw. Can it be built up? If so who can do it?

Do a little online shopping and one should be able to easily run down a new extractor. Especially for a 98. Any smith that's done a little volume should probably have some sitting around in a box.

The claw can be built up, was not uncommon in Roy Dunlap's day. I believe he silver soldered on a piece of tool steel and shaped it, all without loosing the spring temper. But labor was (much!) cheaper then. That was all before TIG welding of course, don't know if you could localize the heat enough to not loose temper on the springy part. No idea who does that kind of work these days, and does it well.

I've seen extended claw extractors at Numrich and SARCO. Give a look.

Guys Mexican Mauser extractors do not grow on trees. That is a one of a kind and rare. butchlambert's advice is sound.

By Mexican mauser, you mean a model 1936, the small ring action one that has 98 mauser features and a Springfield like knob on rear of bolt?
If so, you can use extractor from a Swedish mauser like the model 96. However, it does require some modification to work. Have a couple of mexican mauser model 1936s, one still military and other is a rifle built on the 1936 action. My sporter 1936 has a Swede extractor on it.
