Check the torque on your rear scope ring screws. Over-tightening the rear scope ring is almost always the cause of a stiff power ring.
17 in/lbs doesn't feel very tight, but i think that is Vortex's spec. Holding the short end of the supplied wrench or using just your forefinger and thumb on a screwdriver type wrench is all you need.
