Some folks would politely tell you.
Some would tell you wrong just because.
Some would tell you how to make a watch.
Some would show you their watch, and brag about it.
Some might steel your watch!
Some might take your watch, stomp on it, and hand it back.
And some, usually within the first few replies, would tell you the time isn't really what you want to know....
