You missed that part in Article 1 section 8 about declaring war. Only congress can do that.


The framers changed the wording there from make war to declare war because they wanted the Executive to have the ability to conduct acts of war when speed was important.

They felt that Congress would be too slow.

This why we need Originalist Judges.
