Looks really cool! Might be nice to let bolt (or lever) participants shoot in a way that takes advantage of their magazine while forcing speed loads for the doubles. I can understand if you don't want people moving with loaded rifles though.
Just standing there working the lever or bolt is easy. I like to incorporate failure drills and reloading requirements into the scenario. Makes people think and requires them to perform some maneuver under the stress of an approaching target. Its surprising how quickly some folks will fumble or get flustered with just a paper target coming at them. And yes, for safety reasons all movement is done with an empty gun.
