You're reading the ATF rules incorrectly. The above statement applies to a firearm you already own and have possession of if you want to ship it out of state to yourself. For example, say you plan a hunt in Alaska with your friend John Smith and want to ship your rifle from Illinois to use on your hunt. You can ship it to yourself care of John Smith and he can hold it until you arrive and take possession.

That has nothing to do with what you're trying to do which is purchase a firearm out of state. You have to have Cabela's send the gun to a local FFL who then does the background check and transfers it to you.
