Try another propellant perhaps. Some barrels and some bullets (cast) can be fussy sometimes. IMR 4198, either 4895, and H322 have all shown me good attitude in various 45-70s with cast bullets.
Sometimes, the air you 'let in'matters less than the air you 'let out'.
