How hard is it? In Oregon:
1. Go to mailbox, pick up your ballot.
2. Fill out ballot with pencil or blue/black pen.
3. Put ballot in supplied envelope.
4. Sign envelope and affix stamp.
5. Return ballot envelope to mail box.

Anybody who can't do that doesn't really need to be voting. No lines, no waiting in the rain, no driving to polls, no broken machines, no fiddly touchscreens, no hanging chads, and a paper ballot for the recount. When I moved to Oregon the DMV used the same documentation to issue me a driver's license and to register me to vote. When my wife became a naturalized citizen, they registered her right after she took the oath. Oregon makes it easy to register and to vote, but the biggest turnout they have ever had was about 72%.
