Eagle River doesn't require building permits or inspections.
I'm sure the greater damage in Eagle River has more to do with soils and proximity to the epicenter, but you gotta wonder...
Are you sure of that? I am pretty sure they would follow the same rules as Anchorage, heck even the valley has adopted Anchorage's building codes/standards in new construction areas.
