Yes, it is a max. load, according to which reloading resource you consult. I have not pushed it over this mark, as the velocity is also max listed in the data.
It shows no indication of excessive pressure in my rifle- cases extract easily, no primer problems, etc.- and load development occurred in fairly warm weather conditions.
