Like the other branches of the service the Navy has line officers and a whole lot of others like Chaplains, Lawyers, Doctors, Dentists etc. There is no requirement that they serve on a ship. There is no requirement that they be physically fit to serve on a ship. There is no generalized provisioning on many if not most ships for most of these categories.

When I was in the Navy The officer in charge of the electronics crew was always the most junior ensign on a destroyer, and he had no need whatsoever of any electronics knowledge of any type. The extended to one communications station that was extremely critical to the pacific fleet. If the commanding officer or the exec needed any info of any import they invariably went directly to the senior petty officers(s) inolved. That extended to at least one aircraft carrier where the CO and exec are both very senior line officers. As such, on more modern ships an officer could do sea duty without necessarily having to be much troubled by a wheelchair.
