You're maybe thinking of Hopkins & Allen defaulting on a contract with Belgium?

The old J Stevens Arms and Tool Co sold all of its tangible assets, as I understand it, to a group of investors in 1915, who then formed the J Stevens Arms Co( the old Arms and Tool Co having been dissolved). Possibly incorporated in a different state?

Anyway, it was the new J Stevens Arms Co which Savage Arms bought in 1919/20 after those investors made their pile during WWI. The whole story of the two Stevens companies is confusing since there are no surviving records, according to rumor.
