My 7x64 rifles with with 60 cm barrel lenght (23,6") will shoot 175 grain bullets at the velocity you seek, using RWS factory loads. European sourced reload data can match those velocities. I don't know why some USA sources continue to suggest that the 7x64 should be loaded down compared to the .280 Remington, the case capacity should be pretty much equal, and the 7x64 does have a longer throat. Hornady seems particularly confused, the manual I have shows that they developed data for the 7x65R in a bolt action, when the 7x65R is actually a lower pressure round designed for single shots and has a rim. Perhaps their data is actually for the rimless 7x64, but I don't trust their mismatch of data to application.
