If he won't be shooting much, I'd suggest he just buy 3 boxes of factory ammo and rock on.

After he shoots that rifle 6-8 times he will probably rethink the fun part!
And for god's sake, no pointed/Spitzer bullets!
P.s. A 71 348 is my favorite Winchester of all time!
