Unfortunately they breed faster than they kill each other.
As any wildlife biologist will tell you, only harvesting the males has little effect on the population. A herd of 40 cattle with only 2 bulls will produce as many offspring as if there were 20 bulls. The Chicongo homicides are having no effect whatsoever on the population.
