Maybe, but he doesn’t need to officially declare he is running for President, just to get noticed.
I think it’s more about an official, “Biden is Bad for Black America” wake up campaign.
And to use his popularity to expose the a Democrats for the racists that they are.
At least I hope this is where this is headed.
