Fifty years ago I was in a South American country and talking to some Guardia Civil guys. They had the ability to deal with rioters. Water cannons, and very loud very high pitch sound trucks that disabled anyone too close and, of course, more serious methods.
We probably have all that, too, but the authorities have to do it. Those 'authorities' in Portland are just participants.
