It's nothing new in N. Korea. They've had famines before. So at least they now have experience dealing with this sort of thing. I bet they now have lots of recipes for preparing canine cuisine. Of course, in true commie socialist tradition, Kim and the ruling class are still living (and eating) like kings. Meanwhile; the peasants are out wokking the dog.
