Many small, privately owned stores do not carry a "civil disobedience" rider so they are often not covered for loss due to riots. The larger ones are typically covered with a rider or is figured as an operating expense in the pricing of their products much like shoplifting.

The homes destroyed by wildfires should be covered, even for arson, unless the fire is ruled to be an act of civil disobedience. That would be a difficult choice for the powers that be in some places as it would mean acknowledging a crime had taken place rather than mischief.
