How did Robert Mueller do a 2 year long investigation, (costing the tax payers several million dollars) looking for collusion with the Russians and somehow MISS a 3-1/2 MILLION DOLLAR PAYMENT to the Biden Family?

The fourth and final expense report has not yet been released, though it is likely that it will come out soon.
