Just shop for it at a butcher shop that sells USDA Choice or Prime.
Most supermarkets nationwide sell USDA Select.
The HEB supermarket here sells USDA Prime, hand cut steaks to order. They cost more but at least they are still tough.  Yep, meat markets.
