The implication is where the game is legal in the Country of it's origin but listed as endangered by the USFW or CITIES. This rule is still in effect except for the de-listing on Ivory importations in special cases and Lions from some areas.

Don't get me wrong I tried to become a game guard in Kenya when I was a teenager (didn't pan out, wrong color) and I have seen first hand how important hunting is to conservation in Africa. I believe it is the only thing that will preserve parts of African wildlife outside the parks. Do I need to import a Black face Impala, nope.
