They're full of chit. We're almost a year into this and they're still "behind". Fact is, they don't want to invest in expanding their manufacturing capacity, so no... they're not doing everything they can.
What I find curious is why none of them want to do so. Demand is not going to abate in the next 4 years.
It would take a year to design and build a plant and build the equipment to go into it and get it up and running. You can bet your bank account every manufacturer is weighing the options and studying the market to see if they can build a $100 million plant and get a payback on it.
